Ruby on Rails is a web development version of Ruby. Similar to the web versions of Java and Python, it is designed to be used to create interactive websites. It's a derivative/offshoot of Ruby that uses mostly the same syntax but with a library and interpreter meant to be understood by Browsers. It is not something you would want to familiarize yourself with if you are trying to learn Ruby for use in RPG Maker.
Kinda. It is plain Ruby, not a branch of the language. It is a framework written in Ruby used to build web applications. It uses Ruby's meta programming features to create something of a mini-DSL (domain specific language) specifically for building web apps and working with the framework. It's important to understand that it is not a different version of Ruby though, just a framework.
While sloppy writing does not invariably mean sloppy thinking, we've generally found the correlation to be strong -- and we have no use for sloppy thinkers. If you can't yet write competently, learn to.
