Tilesets for Maps

So I've downloaded the VX Ace, and im making my maps and what not, but it appears that i can only use one tile set per map, if i change it, then the whole map changes with it. is there a way to make one large tile set that incorporates all of the sets i currently have? as in one enormous set which would allow me to make a very diverse town or city.

You are limited in the number of tilesets each map can have. If your map is so big, consider breaking it down into smaller maps. This will make it easier for you to maintain, and will also reduce lag at runtime.

Ah all right. i guess that means that i will have to Customize the tile set that want to use for each town or city

Yup, that's how it works! All you do is mix and match tilesets together for each map.
