Thank you guys. Indeed, it was the video driver. Besides, just "uninstaling" the video driver didn't cut it. Had to unistall and opt in "delete software" choice. Then a completely clean install of GeForce experience.
Somewhere along the way the "No DC" issue got resolved.
I suddenly started having "No DC" watermark. Don't really know what triggered it, since I took a break from RPGM.
The watermark shows up in every meny, screen, subscreen, submenu.
Would anyone know how to fix this?

Turns out the plugin code I was studying had errors in how plugins clone event id.
The original sprite creation method works fine once I eliminated the ID errors.

@ATT_Turan, I hope to make a sandbox game, with sayyy 500 NPCs commuting between multiple maps preserving their stats, names, etc.
This is very easy to accomplish using JS backend with a mere array of NPC objects. But for me such task is absolutely impossible using the built-in editor.
Haven't been on here actively in awhile, project is going strong my biggest issue is the STORY, i'm refining the plot and learning so much i decided to take a writers class to improve even more but the programming and functionality of the game is stepping up nicely!
