Thank you, but I find Audacity to be a little janky for me.
Does making it in a different program and then converting it work? VLC has a convert ability.
A minor inconvenience but I guess that could work. I have VLC, also. What other program did you have in mind?
What about Reaper? You can try it for 60 days. After that, you may buy a discounted license for $60. Even if you don't buy a license, you still can use it fully functional.
Depends on what you do with it. Simply convert a file to ogg? Edit midi files? Record?
Audacity is for Free, it should be able to do the job.
Fully functional, easy to use, cheap/free. Pick two.

Thank you all! I went with callmedan's Reaper idea. Worked out well.
Aw, I'm a little late, but I am using a copy of Mixcraft, and find it to be pretty neato. I've recorded multiple tracks/used digital instruments/converted pre-recorded tracks into instrument tracks etc.. I never tried reaper but I hear it's top notch too.
