Is she holding one of those oversized pens? You know, the ones with loads of different colours that all the kids at school loved, but which weren't very good as pens.

It's actually an oversized Mechanical Pencil instead, similar to how her younger version with OVERsized brush.
But, since she is a magical girl, I'd say that is her staff with multiple modes; so yeah, who knows the multi-colored pen might come being useful later.
