Pretty much both, I think.
She was planned to be used in one of the story(comic to be specific) I pretty much already prepared a lot of possible plots, and concepts. Only that, I haven't arranged them properly to connect them.

Another reason of why I didn't manage to start it, is that I somehow unable to polish my background art... For idk what reason.
