Umm no it not about that April fools joke. Because I notice that Degica (The one who distribute the RPG maker internationally) have the rights to distribute in Japan in japanese alternative to Enterbrain own store and I check their own RPG maker Store from their Japan site recently (Link provided) and they can distribute it with no problem.
Unlike Enterbrain own store they only sell 2000, XP, VX and VX Ace. and some of the Resources that was release here previously

I think it must only be on the Japan site. From all I have understood, 2000 is not sold legally outside of Japan. It is not available on this site.

...s Modern day tile pack. But unlike the America Counterpart of Degica own store here. there is two version of the license. Non-commercial and Commercial use License(Here RPG maker only or Other Engine License.

AFAIK the only thing is that there is no legal English translated version of 2000
