Is it actually a bug, or did they mean for it to skip every other frame as a means to reduce lag?

If it's intentional, then that's the worst case of lag triage I've ever seen. It's ultimately pointless and causes more problems than it would solve.
Yee, if you need to reduce lag just add a 'Wait(n) frames.' at the end of your parallel process event.
I just added the bug-fix to my project
It might have been added to prevent an empty autorun event to freeze the entire game instead of just blocking the player (at least if empty events weren't ignored anyway).

Empty Autorun events won't freeze the game using the fix either.
