If he's sorry for the bullying I don't see why not. People can change for the better.
People can change over the course of time, for the good and for the bad.
The mature thing to do under such a situation, is to bury the past and move on.
I had a similar situation with one of my cousins; then again, it could be because I'm taller than him now. heh.
If someone is sincerely sorry for something they did,
then there's no reason you can't forgive them.
Or at least, that's my thoughts on it.
