And if by stop stations you mean gas stations and stuff on the highway, yes they are overpriced. So are ferries.

I think that's common anywhere touristy. I can walk into a local grocery here in Texas and get bottles of water for less than $1, but if I'm in the city in a touristy place in Texas, I'm gonna pay $2-3 for one.
