I've noticed that some people adopt the more formal aspect of a new tongue. It can make casual conversation with such people kinda awkward. xD

not so much personality, but mannerisms, yes. Each language is always expressed differently, but our personalities will remain the same.

I think only if you're still learning that language and aren't too fluent in it. But generally, I think my personality and even tone of voice are more or less the same whether I speak English or Russian.
