Yeah, I hope. I do feel like the secondary villain is way more deep and stuff.

A lot of henchmen are deeper than their masters, my favorites are the ones who end up working against the big bad in the end like Lloyd from legend of dragoon. Much more relatable when villains can be manipulated themselves, even when they are master manipulators. Also makes more sense once the leader gets to destroy the world levels of crazy some of his guys might rethink that relationship.
