Am I allowed to create and share resources based on 2k/2k3 RTP?

Basically, I feel like redrawing some of the monsters and characters in a VXA-friendly format. Can I do it? Do I have to purchase 2k/2k3 to use it? What about people using those resources? Is there any legit way to do so? I really like the RTP characters for these engines, and I really wanna give 'em some wov. <3

It would be cool if you could. I don't know myself but I've always wanted to use the 2k/2k3 heroes for my game. Especially the wizard/mage. I love his funky hat.

Maybe if you redo them almost completely to match the VX Ace style? Keep the general appearance but make it so they match the resources VX Ace already uses?
