Is it possible?
First, is there any RPG MAKER for phone/android?
if yes, then

Let say I have RPG MAKER VX ACE game, this game was created at PC. can I play this game at android? how?

By default, Vx Ace cannot, but you can deploy your game to Android/IOS with the latest RPG Maker MV.

@Keanunin There aren't any RPG Makers for Android (yet weirdly there is one for iOS that I don't think was made by Degica/Kadokawa). As for games made with VX Ace, sadly no. If you want to make a Android RPG Maker game, you'll need RPG Maker MV (and various tools from here to help pack the game into a apk file).
