Animated GIF for Title Screen Image?

When editing in the RPG Maker MV Project Database, you can set an image for the Title Screen's background. Is there a way to use a GIF or the like for an animated Title Screen Image? Will I need any Plugins? Or am I able to use this here and now?

You would need to use a plugin, yes, though I'm not certain which one. So I'm going to move this to plugin requests. I'm also going to put the image in spoilers - the shaky nature of it can be bothersome to some people.
