Animated Overworld Sprites when Talking

I've been searching around for a while and couldn't find any plugins or previous requests for this.
I was wondering if there was a plugin or if someone could make a plugin that lets you animate the overworld sprites when the character is speaking, similar to how they do it in Mother 3 (video example below).


If possible, it'd need to be compatible with Galv's Diagonal Movement and be able to have the talking animation in all 8 directions.

You can do this by making a separate sprite yourself, and then changing the event image to that using the "set movement route" and turning walking animation on, then do the opposite when it's all done, it's not possible with diagonal movement, or pixel movement because RPG MAKER doesn't use a system that encourages non-grid-based movement. There's no need for a plugin here.
