Any Animated battlebacks Script?

Does anyone know any script that allows me to create animations of rain or movement of clouds in battle backgrounds?

I have found some scrpts on the web, but it seems that the download is currently out of service, and I only find videos in reference to MV, but I do not use that RPG maker version because it works a bit laggy on my pc.

(The script inside the demo might be outdated)
Btw, it requires you to have different frame / background image. So I assume you could do that.
You don't need to write reason why you aren't using mv btw.
