I need a program of sorts so I can make the facial pictures for the chat, I can draw the characters but I have a lot of difficulty making the pictures look good in shading and such details like that, anyone know a good program for this?

There are lots of art programs, which one you want to use will depend a lot on what your personal style is.  These are only tools though, if you want to get better at shading, the right program won't help, it will simply make using your existing skills easier.

Well I draw them by hand, then scan them in through my printer, but I have a lot of difficulty shading for a few reasons:

1. When I shade it by hand before the scan, the color I add through Paint.NET isn't easy to do smooth shading with.

2. My art style's kinda like a simple anime style.

I've never used Paint.NET but it may be too simple of a program to use on scanned work.  Are you still working in grayscale before you scan?  If so you can still separate it onto it's own transparent layer.  You'll need a program that can handle layers and color channels or if you don't care about coloring your linework you'll just need a program that will let you change the blending mode of the layer.  I know Krita, GIMP, and Photoshop have what's required to turn it into a layer with transparency, but there may be others.  I know Clip Studio Paint will let you mess with blending modes and I like it a lot for creating anime/manga styled stuff.

If you're wanting to discuss techniques instead of programs, the place to do that is in the Art, Literature and Music section.  I've talked about actual methods of converting linework a few times.  Here's a link to one of them.

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
Can someone recommend some fun story-heavy RPGs to me? Coming up with good gameplay is a nightmare! I was thinking of making some gameplay platforming-based, but that doesn't work well in RPG form*. I also was thinking of removing battles, but that would be too much like OneShot. I don't even know how to make good puzzles!
one bad plugin combo later and one of my followers is moonwalking off the screen on his own... I didn't even more yet on the new map lol.
time for a new avatar :)
