The apply button at the bottom of the database screen is below the bottom of my monitor screen so I can’t apply any changes I make. I can move the panel up slightly by clicking and dragging at the top of the database panel but it moves back down again when I release the mouse button. Is there any way to resize the panel?

Neither RPG Maker have resizeable database windows, your best hope is changing resolution to higher values, assuming your monitor support it.

Ctrl + Enter is usually system default for "apply and close".

I always smile to myself when I see someone do the "immediate halt and spin around" from forgetting something. I find it sort of endearing how we all do it without ever being taught to.
I've been viewing trailers and product banners on Steam as part of studying marketing for videogames, specifically JRPGs. There's a huge gap between the top and bottom in terms of quality and even a mixed review game can have a much better look than a game with great reviews. I can see why skilled publishers become attractive (for hire) to many aspiring game devs.
