I guess I just don't follow your line of thinking. I don't mean it in a rude way, I just don't.

In order to control each pixel, I set the pencil tool to 1.00, while zoomed in to at least 800%, usually more. You can quickly zoom in and out by holding control and using a scroll wheel if you have one.

I'm sorry if I'm telling you obvious things, it's hard to know your precise knowledge base.

Well, yeah, I know that, but GIMP don't offer much in terms of snapping--the pixels kinda literally slide, rather than snap. Anything I make won't appear very smoothly.

EDIT: I'm working on something in Paint to demonstrate my point, might take a while.

My query was on good programs to use, and advice as to what would make a good boss type monster to fight against...

A good professional will make anything look easy.  Doesn't mean it didn't take years of hard work and practice to get there.  Well, you've got the program advice and asking for non-art advice belongs elsewhere.  Should I close this?

Ehh, go ahead. I don't wanna just throw together a bunch of resources, and call that a game, though. Anyone can throw together a bunch of resources, and call it a game. Thanks for the help.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
