So I have 2 actors that have all the same attack power, except one of them attacks the enemy at 51 DMG, but the other attacks at 4??? I'm so confused???

Check your equipment, the element type of the skill, the skill that they use, and the variance. There is a lot more that factors into the damage than just the ATK stat of the actor.

    Equipment - Equivalents
    Elements - Same skill
    Skill - Same skill
    Variance - 20%

You really should post screenshots. A lot of times the error is because everyone thinks they are the same, but there is something subtle that is making them differ.

Too lazy to screenshot all parameter, but I checked and those are exactly the same.

Edit: They use the same attack skill and the weapons and armor are exactly the same.

Unfortunatly, only the post you uploaded in the thumbnail is somewhat helpful. He means the charecters raw stats as shown in game and the weapons. I have a hunch you added an element to the weapons, which in turn, adds it to their basic attacks. Try removing the element from the weapon and the resistances and weaknesses from the enemy and playtest again. The values might be closer that way

    What's your critical hit multiplier?

If you're asking for the critical rate, it's +4% for both.

Where can I find that, exactly?

Edit: I now think it might be necessary to note that this was a 1.5.1 project upgraded and patched.
