Automatically casting a spell after another one

Hello, everyone! I hope you can help me with this.

I want to make a skill that gives the caster a (temporal) state. Then, when the caster uses a skill (while affected with the state), they will automatically cast another predefined skill. Up to know you would think that this is easy to do with common events, but take into account that any character (through class change) can cast the skill that gives you the state and any skill from any class can trigger the automatic casting. Is there any way to do this?
