Back of a Dragon Boss Battle

Does anyone know how I would make a boss battle where it's on the back of a huge dragon like the main guy has to run up the tail and the back to reach the head but he has to dodge the wind the wings are pushing at him and also the dragon would swing it's tail and he'd have to jump over it any idea how to do this? the main guy would be going up the dragon like running up a wall

This Sonic screenshot is just a example the dragon in my game would be red and have dark yellow spikes

This would have to be evented where the Player is running on Dragon Scales,

with a cloudy Parallax Background and have Windy Events flying from left to right and repeating if they touch player it's game over / they lose HP which is on a HuD

Thanks, but I understand none of this, I understand the eventing as like i'd just make the Dragon with tiles and then put a bunch of events all over it but like how do I make a Parallax Backround, Do I have the wind attack animations as a event and like you press a button to make the main guy jump over the gusts of wind or press another button and he blocks it with his katana? Also how do I make a HUD
Sorry this kind of confused me as I don't know how to Parallax or HUD but I kind of understand the rest thanks

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
