Can I use this resources?

I don't really know is that a good forum for this but I nedd to ask:
I just found some resources for RPG Maker MV, but I found them on japanese site of RPG Maker. Can I use them (commercially).
In the ToS of them there was writted that I can use them(I translated site by Google Translate), but I need to ask about region blockade.

Your region is irrelevant. What is important is the Term of Services. If it allows you to use the resources, then you can use them.

@MushroomCake28 yes I know it but long time ago I found Darksst Dungeon resources pack from tkool, but it could be only distributed in Japan. But thanks.

If some regions are not allowed to use or download the resources, it has to be mentioned in the Terms of Service. So basically everything goes back to the Terms of Service.
