If you want to make a commercial game with, say, RPG Maker VX Ace, then you need to own RPG Maker VX Ace. Additionally, that allows you to use only the basic resources provided in the engine. If you want to use resources made/edited by a person, you'll need to contact them.
Free games allow you to use anyone's resources, but you will still need to own the specific engine on which you are making the game.
And remember - even when you're making a free game you should pay attention and read terms and conditions of using stuff, that you're downloading from internet.
Of course, when you're making a small free game I think nobody will care about that, but if you want to make a free game fully legally, then you should watch out.

In order to use the font in a game (free or paid), you’ll need an application license.
For that font, the app license costs $60.
I don't think they would do something with me if I would use that font without buying that license, but who knows. =)
I found other site with free fonts, that I can use in my game.

@kururu2: you can sell your game if you're using the default graphics, sounds, and songs that came with it. If you've added anything custom, you will need to check if the person who created it allows you to use it commercially.
Free games do not allow you to use ANYONE'S resources. There are plenty of resources around that have been ripped from other games. They can't be used. Store resources can only be used if YOU have bought the pack. Some resources are shown just to get feedback, not with the intention to be shared.
Just don't use colours unless there is really a need. For the most part, they make posts difficult to read anyway - I'd rather read something in plain black text that's easy to understand, than something with colours and fonts and sizes where the person has gone to a lot of trouble to make it pretty, forgetting it's WHAT they've said that's important.
I keep seeing posts referring to the "community DLC pack", but nobody links to it. Where is that? I looked in the download center and pinned threads throughout the forum and didn't see it.

If you're using steam version you can highlight RPG Maker VX Ace program in your library and click "DLC" on the right side. This DLC will be shown first as free to download.
All resources that come in the default RPG Maker program are free for commercial use in RPG Maker. You may sell your RPG Maker game that uses those resources.
However, if you plan to sell your game, I recommend making at least some custom graphics (like character faces and title screens) - these make the game more enjoyable and signal to potential customers that you have put some effort into your game. Non-custom tilesets and battlers, if well-constructed, are usually forgivable.

I did a google search on this, I found a post about this, but according to the post it said that there were some problems with the download not showing up in the dlc folder.

Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
