Changing Buff/Debuff functionality

 A plugin to change buffs/debuffs to increase parameters by a static number instead of by %.

 Doing some research into it, I had been waiting for the release of Yanfly's Buff and State Core for MV, as his similar Ace Script had the ability to change how buffs/debuffs worked.

However it seems buffs/debuffs may be handled differently in MV than in Ace, as in Ace changing the buff formula to (1) or (2) would cause all buffs/debuffs to increase/decrease a

 parameter by that amount.

In MV, doing so causes an Actor's Parameters to be multiplied by that number instead.

 I'm actually using Quasi's Params, together with Mr. Trivel's States Ex, to create a simple stat increase/decrease for each parameter that can stack.

  However States Ex isn't entirely compatible with Yanfly's.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
