Changing the Charge Time in the Time Progress Battle System?

As stated in this thread, the character with the highest agility has a charge time of 4 seconds. Is it possible to change this fastest charge time to a different setting, e.g. 10 seconds?

Seems like a plugin will be needed to do so.
