Is there any way to change the default speed to 1.5?

I've seen this post on RPG Maker Central, which was about doing the same thing in VX Ace.

But I don't really know how to do the same thing for MV.. Could anyone try to help?

use $gamePlayer.setMoveSpeed(x); as a script in any event.
Replace 'x' with any number. The base speed is 4. it can have digits after the dot, so try things like 4.5 if 5 is too fast for you~

I did a Google for "RPG Maker MV default speed" and found this plugin:

This is OK if there are no vehicles. By default:
  • When entering a vehicle, player speed is set to the vehicle speed;
  • When exiting a vehicle, player speed is set to 4.

If you're using any of the built-in vehicles (boat, ship, airship) then I'd recommend a plugin to fix the speed reset. The one linked by @ATT_Turan doesn't seem to address that, so instead here's one I wrote a while ago:
This should fix the reset-to-4-speed thing. Then you can set the player's speed once at the start of the game and it should last for that playthrough, even if you hop in/out of vehicles~

Also, note that dashing gives +1 move speed.

Shameless advertising, but you can use my plugin. I did that plugin because the plugins I found override the changes in speed you make in scenes. I didn't cover boats or airships though, if you are going to use it, and you need it, contact me.

Sorry for being late, thank you for the help! But.. But how do you do the same to events (for example, making NPCs move EXTREMELY fast)?

You can reference an event by its ID like this:
JavaScript:
$gameMap.event(id)
E.g. this will set event 12's speed to 3.5 in a Script command:
JavaScript:
$gameMap.event(12).setMoveSpeed(3.5);
Note that by default this will be a temporary change because a map event's properties, including its move speed, reset when the player leaves their map.

Thank you so much! :)
