character blur when camera not move

on a fresh project fresh map
the character blur when move around
it will not blur if I choose to make bigger map and camera start to scrolling
and I see even in commercial project these near map edge that camera not move still blurring
So... is this issue never fix and we just live with it

most likely it's a zoom issue, and it depends on the zoom level to strengthen or lessen that "blur" - which is not a real blur, it just looks like one.

I'll give you a simple example of the cause.

Let's assume you have a picture of two pixels, one black and one white.
Now le't assume you do a zoom of 150% - the result will be three pixels.The left pixel after the zoom will be black, the right pixel will be white - but what color will the middle pixel be?
In the better image programs you can choose the mathematical formula to calculate the new pixel.
If you choose something like "nearest neighbor" then the pixel will be black and the resulting picture not has black-black-white. It will look distorted.
If you chose something like "average of neighbors" the pixel will become grey - the average of black and white. That grey pixel is what you see as "blur" - not a true motion blur but a color that makes it look as if the previous crisp border is now blurred.

On the other hand a zoom of 200% would result in two black-two white pixel and have no blur.

The only way around the effect is to make sure that all required zooms are full multiples, because as soon as the computer needs to calculate partial pixel combinations in the zoom you either get distortions or mixed colors depending on the mathematics.
