I requested for this before in rpg maker vx ace. I am requesting it again for rpg maker mv.

I suggest you use Yanfly's battle core and its expansions - it allows to specify the timing of both common events and the damage done in the action sequences of skills.

That's the problem I do not understand how yanfly action script works and whether damage first or action first.

Here is an example usage of how I used yanfly's battle engine core with Action Sequence pack 1:


This is added to the skill/item's note box in rpg maker mv.

Code:
<whole action>
	common event: 2
	action animation
	wait for animation
	action effect
</whole action>
  1. common event: 2 - calls common event id 2
  2. action animation - show skill/item animation
  3. wait for animation - wait skill/item animation to finish
  4. action effect - deals the damage.
