Conditional check in item description?

Is there a way or a script I could run inside an item description?
I.E. (Is player level 3? Then description says "Requires level 3" else *blank*)
Not sure how I would accomplish this.

Have the item call up a Common Event (tab 4 when you click in the Effects box)

The basic setup is straightforward. Set a variable to the actor's level, then do a conditional which does a check on the actor's level using that variable. If it is high enough, then do the whatever.

I assume that this item would be for any actor, and this is where it gets tricky. You need a specific script call to identify that this variable is for the target Actor. So when setting the variable, use the 'Script' option and put in

$game_party.target_actor.level

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
