Converting MP3 to OGG

Not sure if this is the proper place for this

How do i convert MP3 to OGG? I'm trying to set up a sound effect for a scene, and every time it plays some cine sonic decoder pack thing pops up and totally kills the mood i'm trying to create...

I know it's possible because Miss Littlefish mentioned converting it once. So how is it done?

Audacity. It's free. Download it, open the mp3 in Audacity, then export it as a .ogg.

You should reconsider the choice of converting an MP3 file into an Ogg Vorbis file directly if you have better options available to you. Since both formats are lossy, you'll be causing degradation to the audio quality. If you hae access to a lossless quality copy of the audio in question, it would be better to convert from this source file into the .ogg file. If this is not possible, and an Ogg Vorbis format is absolutely necessary, be sure to use maximum quality settings to ensure the quality loss is as minimal as possible.

Now, if you must convert from MP3 to Ogg, these options can asssist you in this process. If you're comfortable with a command line, I recommend ffmpeg. If however you think you'd prefer a GUI frontend for ffmpeg and other encoders, then there is SUPER and XMedia Recode.
