"CreateProcess failed; code 740. The requested operation requires elevation." What does this mean?

So I opened the installer for rpgmaker VX, have everything done, and I finish it. Then this window pops up saying "<read the thread title>"

What does this mean and how do I fix this?

Are you the administrator on your machine? Right-click on the VX.exe file and go to Properties, and change the program to Run as Administrator, and set the compatibility mode to Windows 98 compatibility.
