creating a scope who targeting everyone in the battle

Hi people! I was curious if you can tell me how I can create a skill scope who targeting ALL the people in the battle not only just the ally or the enemy I mean everyone who are in the battle will get scope!

not need to give me the solution but if you could point me the section who permit to understand how to create this..

second question

How I can make the targetting possible to target your own ally ?  exemple I use healing magic's but I can also example target the zombie who are sensible to healing magic's!

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
