Creating the "Slow" State

I'm having trouble making this state do what I mean it to do. I don't know that it's possible without a plugin.

Essentially, I'm making a skill that works like a spiderweb. You get hit, and you get slowed. I'd like it to reduce turn speed, say, 1 player turn per every 3 enemy turns. How would this be accomplished? I thought attack speed might do it, but it didn't work. Lowering AGI didn't help either. So what can I do to make it function, or what plugins do I need to get it working?

Both AGI and speed affect the turn order, but do not change the number of actions per turn.

Basically actor.agi + skill.speed + random number, and then everything gets sorted from highest total to lowest as the action order.

To stop an actor from taking an action, you would have to inflict a state with the cannot move restriction.
However, states have absolute effects only, which means the state is gone when the player can act next.

You'll either need a relatively complex troop event or a plugin to have the state re-applied for a longer cycle of can/cannot take action sequences.
