No one on the forum can help you with such things, you need to send a ticket to sales support. Just click on support top right on this site and follow the submenues there
Additionally, this is very often an extra security measure by your credit card company - the payment goes to japan, and there are several credit companies that require a telefone call to clear international payments before allowing them to proceed - have you called your credit card company about this?
If all else fails, most people who have reported problems using the credit cards directly had no problems using them through paypal.
But if you need to use it directly, you have to contact Degica Sales Support.
