Custom Plugins: Synchronize & Equip Stat-up

I've searched pretty extensively and I haven't really found any plugins that really do what I'm looking for. Let's start from the top, shall we?
I would like for my game to feature the ability to synchronize a character with another party member to match ATB speeds, share certain skills, and unlock special "Sync Attacks". I have a theory that this may be possible through auto-passive states and eventing, but I've no actual idea if it'll work and no real idea how to do it even if it could. This feature would be similar to certain titles in the "Tales of" series in which 2 party members can "link" to use special attacks when in overlimit.
I would like for the ability to be a battle only function, unless a certain item is worn or a certain point in the story. For example, character A can only sync with character B in battle. After chapter x, or if x item is worn, a custom scene is made specifically for presetting Synchronizations. (The custom scene is optional honestly, I don't need it but would like it.) Another option might be to let the synchronization persist through battles, so that it only de-syncs if you manually do it or have no one to sync with.
Another feature I would like for my game is something I call "Equip Stat-Up". It works similarly to games like Tales of Vesperia or Final Fantasy 7 remake in which you learn skills or abilities by equipping and leveling up equipment. The difference is, my proposed feature will increase your stats instead of granting skills. (They might do that too, but the stats are the primary goal.)
Each piece of equipment (or at least weapons) will have a limited pool of points that it can give. For example, a copper sword might have a pool of +5 Str, whereas an Iron sword has +6. By completing a certain number of battles (most likely double the pool value), you can permanently maintain the bonus granted by that weapon. It's up in the air on whether the stats will increase gradually as you level the weapon or if they'll only be applied after, but I'd prefer the latter.
The addition of this feature would allow players to fine tune a character's stats or balance them out. Character classes will already have preference towards certain stats, however, this will allow them to push those preferences further or make them well rounded characters. It would also allow me more creative freedom in the creation of equipment, allowing more unique weapons with to make available to players. (Isn't it always weird how blacksmiths only have weapons stronger than yours and always only one weapon for each type?)

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
