Cut Scene Animations

So I am willing to draw each frame by hand. but how do I assemble the frames into a movie? Windows Movie maker does not offer the ability to choose how long an image displays. Is there any free software that does offer that feature? or a animation specific software for cut scenes in VXACE? thanks.

If it's a video editing software I highly recommend sony vegas, but if you draw them by hand and want good fps your best bet is in Adobe Flash, wehre you'll be able to draw frame by frame and save the video as it is.

adobe flash? which one? the only one of those I know that is free is the player...

I was told elsewhere to use Video Pad free version.
