Any tools for creating Damage Formula available?

ie: I want to be able to input a character some enemies and see what damage they'll do then transfer this info to my game, surely someone has made a tool or calculator? perhaps someone somewhere has put their damage formula and calculations online as a basis for people to tinker with?

Just use an excell sheet.
Ex: for the base atk formula: a.atk * 4 - b.def * 2
You'd have a cell containing a.atk, another b.def, and a third the result (cell1 * 4 -cell2 * 2).
Adjust cell1 and 2 accordingly to your actor and enemy parameters and you have it.

Edit: I don't believe that something automatic has been made, ie something that would grab actor, enemy and skill data.
Designing formulas is just math.
Do you want linear damage progression? Make a linear damage equation just like the example above.
Something more proportional? You could use base damage * atk/def.
Something that grows fast at first and then stalls? the log function is your answer.
Exponentional growth? Either factorials or the exp function.

Mix match and combine as desired, you're going to need that excell sheet if you want to do any amount of planning anyway. YIt's going to be essential to balancing.

There is a thread here for asking help for your damage formula making, but if you're looking for automatic generator, nope there's none I think.

That one is for checking a formula that you have made, what he wants (the way I understood it), is he wants a tool to generate the formula for him so that he can test it and if it works for him, then he can copy paste that formula into the editor.

But if he does have formulas already in mind, then yes that calculator can work for normal thingies. :)

The problem here is that the damage formula is extremely powerfull, and that the results depend extremely on the values of the different actors and enemies.

There have been some limited helps like the excel spreadsheets or the generator mentioned above, but as a general help the only solution is you describing what specifically you want to achieve and then we can give you an answer for that specific formula. Repeat until you got everything, but prepare to answer questions like how your enemies work and which traits they have before we can give you everything.

Also note that if you do, such a query would probably be a "How do I..." question and so you should make a thread in the Support forum for the engine you are using.

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
Can someone recommend some fun story-heavy RPGs to me? Coming up with good gameplay is a nightmare! I was thinking of making some gameplay platforming-based, but that doesn't work well in RPG form*. I also was thinking of removing battles, but that would be too much like OneShot. I don't even know how to make good puzzles!
