In the RPG Maker MV program directory there is a NewData folder that is used as the base for a new project. ALL the RTP items are present there that were included by default (you will have other things in the dlc folder). When you make a new project this folder's contents are copied into that project. Rather than try to start with an empty project, it may be better to works with what you have, add what you need and then use the MV Stripper application that was made to strip the project down to bare necessities.

As for materials, yes, they're usable for commercial products provided you make them with a Maker product (RPG Maker, IG Maker, GG Maker...). As for plugins, those all depend on the terms set forth by the person that created them.

MV Stripper found here:

As for the resource manager, there isn't one. You can freely add/remove materials from your project folder as needed.

The index.html file is part of your project, given that no matter how you output it, the game is, at its core, an HTML5 project. You can go ahead and remove the music. I would still suggest just making your game and stripping it down later. Note that the HTML5 one will only use the m4a music and sound files, while playtesting will need the ogg files.

I was able to, through MV Stripper, resampling music files and resaving graphics files with higher compression, able to shrink my own project from around 500MB to under 200MB, and that is a PC distribution.

Why does your project need to be under 50MB? That doesn't seem like it will allow for much of anything in terms of an RPG at all.

Thank you for the replies! Are these MPEG-4 sound files playable on iOS/Android? Or do we need OGG and whatnot?

I believe the Android/iOS only need the m4a files. Ogg is used by default by the desktop platforms.
