Destroying Enemy TP

I have a skill that I want to have -TP on the enemy. How can this be done? I could call a common event and add a state to the enemy target, but that would remove a % of TP right? How can I do a flat amount that occurs 1 time on ability use?

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
