The only time the "blocky" thing is a problem, in my opinion, is when it comes to mountains and coastlines.
Sorta unrelated, but RPG Tsukuru Dante II had an interesting way of solving the "blocky coastlines" dilemma too. What it would do is give you a few combinations of "pieces" of the world. The "coastal" pieces had different shapes that you could combine to pleasing effect
Don't get me wrong, it was a pain in the arse to use the SNES controller for everything else (native Mode7 airship mode was nice too,) but I liked the simplified overworld creation. Just slap a few continuous-looking pieces of continent together and call it a day.
A set of parallaxed meta-tiles could be a Quick-n-dirty solution. I might try my hand at it myself someday. Thankfully my project for the moment doesn't require world maps.
