Do you think I should covert my Dragon Ball Super game (in development) from MV to MZ?

Ah, I think the question is, do you believe the game will benefit from the move over to the engine, in terms of performance/the plugins that MZ offers over MV, etc. Or is it in a good place right now?

As you bring up the FOSSIL plugin, it seems as though you would still largely intend to use a variety of MV plugins, right? Which seems to me like remaining on MV would be the better choice in that case, as FOSSIL doesn't bring everything over, and sometimes has some quirks with its compatibilities with some plugins.

The FOSSIL plugin helps me use the necessary plugins (Chrono Engine) in MZ, and I wouldn't be using other MV plugins. Much of the MV plugins have been discontinued since the release of MZ. Also one of the perks of changing to MZ is that I can use MZ plugins which might come in handy (like SRD's HUD Maker Ultra). If I try to use them in MV with the help of RETRO, those plugins might or might not work.

But before I change it to MZ, I want to know how much tileset images you can add (Is it limited to E or can you keep adding?) , and whether you can use different tilesets for different layers in a map. If you can use different tilesets for different layers, I'm gonna convert it right away.

so you should only do this if you're either near the beginning of the development (less to convert) or if one of the added features of MZ is worth all the hassle to you.

As for the options, just install the demo without purchasing it.

I have just started development recently (though I started this project back in 2017, I just went for a break and I'm resuming now). Also, I purchased MZ already (never used it once). So I guess, downloading the demo isn't gonna be an option.

any test with the MZ editor would show you that no, you cannot increase the tileset size and neither can you use more than one tileset per map.
there isn't any need for either because you can use different tilesets for different maps, and that eliminates all needs for larger tilesets.
