Does a game dev group need to all own the same resource to use it in a commercial game?

So, I'm considering finding other game devs to work with, but I have a question in regards to commercial resources, such as resources from another RM engine, or from an RM DLC. Would everyone participating in the development need to all own the resource or have permission to use it commercially? Would simply one person owning the resource in question be enough in the context of that particular project?

The proper way to do it is, if you are a group of devs, is purchase everything under group's name. The better way to do is is via a LLC company.

The team leader (the one who is publishing the game) needs to have licenced everything.
Team members need to own every part they use in the development process.

So an artist doesn't need to have the music DLCs, but a mapper needs every tileset and sprite licenced that he uses creating the maps.

So, for the sake of clarification, if the Team Leader were to provide the resources having the licenses, it would be alright, but if a mapper were to bring in resources they owned, such as the Time Fantasy pack, but the Team Leader did not have a license for it, the resources brought in could not be used unless the Team Leader were to purchase the license and/or pack? (There's probably a better way to phrase the question

No, the Team leader cannot "just provide" the resources, unless he pays for a second licence on the artist himself.

If a team member uses anything in the work, both he and the team leader need to own a licence for it.
