Does unofficial executable like RGD violate TOS?

I've been trying RGD and RGU for some time before I stumbled upon this post.
Maybe there's already a conclusion but I couldn't find a post that directly addresses RGD, so I still need a bit of clarification.
If I understand correctly, unofficial executables violate TOS by calling functions from RGSSXXX.dll, and since you're not supposed to know how you should call those functions, you violate terms by referencing it in your code. But RGD and RGU are entirely new executables that have no dependancies on RGSSXXX.dll, meaning they don't need RGSSXXX.dll to work. Do these count as violations? Can I use RGD or RGU in commercial games?

As you assume, it depends on how the other executables were created.
But the key is not accessing the dll's, it's one step earlier: reverse-engineering the library (which is neccessary to now the functions from it).

I now that one such project already gained the official OK to be usable, but I don't now which one that is if there are several ones.
So I suggest to send an official support ticet with links to the projects to learn what is ok to use
the official support is linked in the top line of the forum.
