I should clarify my statement earlier. While I think that having an ending worked out is good for direction, it's not exactly how I do it myself. I try to think of all the major plot points and twists I want to have in my game, the major events. Then I connect the dots between them, going from one chapter to the next if you will. It takes the burden off of having to have a complete start and end right away, since I would plan out steps [2] to [n - 1] (n being the total number of steps).
