Enemies with multiple targets

How would you normally go about making an enemy with multiple attackable parts? Like a dragon who's head, body, wings, and tail can ask be attacked separately, but share a single health pool, and might not take action separately?


The reason for having then separate might be for AoE purposes, or because they have different defenses or make the boss react differently when hit.
