Ex and Sp parameters

This might be a stupid question but I can't seem to find a solid answer and either way could be the case in my head.
When you set a sp or ex parameter which adjusts a pre-existing parameter, does it adjust it by a percentage of the current value, or simply adjust it by the specified amount?
For example, if the Target rate is set to 80%, and I have an effect that increases target rate by 5%, would that result in the target rate being 85% (as in 80% + 5%) or would it be 84% (as in 80% * 105%)?

or simply check the way the windows displays the trait.

if it says * x % then all values of those traits will be multiplied together, and the base value without a trait is 100%.

if it says + x %, then all values of those traits will be added together, and the base value without a trait is 0%

It could be saying +x% of the current value though lol that's what I was confused about.
