I think Dev might have been overthinking your question.

Have you followed the instructions to click File -> Deployment? I don't have 2003, but I don't think that terminology changed.

The resulting folder contains an executable file, as well as the rest of the resources for your game - you can zip that up and post it or send it to people.

Post #2 was presuming you had already done that and wanted to stuff all of that into another encapsulating executable.

so when i do that it just gives me something called setup and idk what to do (┬┬﹏┬┬)

the setup needs to be send to your friends, they run the program on their windows computers and get the game program installed

Better don't use the function of RPG2000/2003, it produces an LZH-file and unnecessary complicated setup stuff. Just pick the folder of your game and pack it up, I always suggest 7-Zip for this.
