Fake Window pop-ups and new files

I currently use RpgMaker 2003 and I was curious if it would be possible to create fake windows pop-ups in game and if there was a way to cause files (Like txt) to appear in the game folder? I've seen games do this before, but I wasn't sure if it was possible with the version I'm using.

RM2k3 doesn't use scripts like newer languages do. So the only way to be able to do that would be to create a custom game.exe file.

Okay, Thanks! Is there a recommended program I should use instead? I have RPG Maker VX ACE and RPG Maker Mv as well.

It's up to you. MV is the recent one, so currently it receives the most attention from the community.

I prefer MV over VX Ace, but it's entirely up to you. MV uses javascript and VX Ace uses RGSS3 (Ruby), so if you have knowledge in one of those languages, you should opt for that engine.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
